SUMMARY:Social Protection and Safety Nets training (the Kenyan Case St
 udy)
DESCRIPTION:Background Information\nAfter independence, the first pres
ident was interested in achieving three things for the country; ie the
eradication of extreme poverty, illiteracy, and extreme hunger. This
was necessitated by the fact that then and through the colonial system
, Kenyans had been treated as second-class citizens which increased th
eir vulnerability and exposure to the three issues.\nHowever, this was
not achieved then and subsequent governments have been trying to addr
ess these issues by encompassing them in development plans and policie
 s. The promulgation of the new Kenyan constitution in 2010, brought fo
rth the government’s commitment to providing for vulnerable populati
ons that are unable to meet their basic needs, including women, childr
en, older persons, and the youth. Kenya’s economic blueprint (Vision
2030) contends that “no society can gain social cohesion if signifi
cant sections of the population live in abject poverty.” Reducing vu
lnerability and poverty is a key element of many social policies acros
s government ministries in Kenya.\nSocial protection and safety nets p
rogrammes play a key role in reducing the vulnerability of the Kenyan
people. The importance of this has been underlined in the National Soc
ial Protection Policy drafted in 2011 which provides a framework to gu
ide the design, implementation and national oversight of social protec
tion programmes in the country.\nFrom 2005 to 2010, social protection
expenditure in Kenya rose from Ksh 33.4 billion to 57.1 billion, which
was equivalent to 2.28 percent of Gross Domestic Product (GDP) in 201
 0. This training workshop aims to look at these programmes and the ent
irety of their operations and rollout in an effort to understand and r
eplicate their success while addressing any shortcomings that might be
pointed out in lessons learned.\nDuration\n5 Days\nCost\nThe individu
al cost for the training workshop is USD 999 for individual participan
ts and USD 900 for groups above 10 participants exclusive of 16% VAT.
This covers the training fee, resource materials, and conference packa
ge. Participants will be responsible for their own travel expenses and
arrangements, such as airport transfers (and visa application, where
